Overview
Two construction phases ending 1978 and 1986 created a powerhouse whose output historically covered about 70 percent of national demand. Low reservoir levels in 2010 and again from 2019 triggered repeated blackouts, exposing maintenance decline. Guri remains the backbone of an almost entirely hydro grid.
